Since March, I have been developing this comprehensive plan, and through what can only be described as strategic foresight, it has emerged at the exact moment when America’s AI Action Plan requires cognitive infrastructure to succeed. The timing is not coincidental—it is essential.
President Trump’s AI Action Plan provides the technological framework. Private industry has committed the hardware infrastructure.
